Obama admin uses very curious phrase about UACs (illegal immigration)

A very curious phrase illegal immigration supporters use is a variant of "safe, legal, and orderly" when referring to movements of people between countries. For instance, George W Bush, a Mexican consul, and the Canadian government have all used variants of that phrase.

Now, ask yourself: would two unconnected people refer to the same process using a phrase like "safe, legal, and orderly"? If you asked two people who didn't know each other to describe an assembly line, what are the chances they'd both describe it as "safe, legal, and orderly"?

The only way that would happen is if they were reading from the same script. And, that appears to be the case with the Obama administration: they're reading from the same script that Bush, the Mexican consul, and the Canadian government were reading from. The only question is, who wrote the script for them?

The latest example of reading from the same script comes from today's White House announcement about a meeting on July 25. Obama will meet with the presidents of El Salvador, Guatemala, and Honduras. Those four and Joe Biden:

...will discuss how to reinforce our ongoing collaboration to stem the flow of undocumented migrants from Central America to Mexico and the United States. This will include discussion of how the United States and Central American governments are cooperating to promote safe, legal, and orderly migration between our countries in a spirit of shared responsibility, including with respect to the return of family units, which began this week for all three countries. The leaders will also discuss how we can work together with other members of the international community to foster development, economic growth, and security in the region and address the factors that are causing Central American citizens to undertake the dangerous journey to the United States...

Note also the use of "migration", a favored euphemism of both the Mexican government and George Bush.
