George Miller added an amendment to the "Generations Invigorating Volunteerism and Education" Act (HR1388) that would prevent volunteers from engaging in a wide range of activities otherwise allowed under the First Amendment. Details on that here. The activities include "[o]rganizing or engaging in protests, petitions, boycotts, or strikes" and religious and political activities. Whether that's truly unconstitutional is an open question.
