.@mcwm plays ye ol' "twitter is a pvt co" canard. TwitterGov actively encourages govt to use TWTR for official business. Those like chpalerts & 100s of elected officials do exactly that. Then, TWTR decides who can talk back. See my pinned tweet for examples of what they do.
