In a hacked website you might find one or a few PHP files with long line(s) of what look random characters & "decode" etc. You got hacked.
PHP code in PDF is stock code used to remotely take over a webserver & obscure what's going on. You find things like that in hacked sites.
I don't know exactly how to interpret the CSV & XML files at that link, but they have IP addresses (apparently used by Grizzly Steppe).
