Group-specific (in the Gramscian sense) lib leaders have to deliver. Even the NRA has to deliver (and boy do they). Non-group-specific (e.g., mostly white) leaders never have to deliver. All their charges demand is that they flatter & agree with them. Just entertaining is enough.
