The Indiana law apparently seeks to criminalize cards similar to the Matricula Consular card. I haven't read Indiana's law, but if what the ACLU implies is correct, then Indiana made a mistake. Instead of criminalizing in one way or another the use of the card, they should have just prevented it from being used as official identification.
