Aside from substantive matter aboutt whether Dodd-Franks/Basel 4 is right or not, nothing wrong with govt deciding this.

Then a lower level issue about whether to delegate negotiating duties in multilateral FS framework to central bank or not.

FS involves trading off LT stability/variance, against st growth, and that choice rightly rests with the legislature, not the cb.

One of the reasons I was concerned about @neelkashkari 's early splashes about too big to fail exceeding Fed mandate to execute/deliver.
