CFR: Ship seniors to Mexico

Walter Russell Mead of the Council on Foreign Relations says we should send retirees to Mexico and other Latin American countries: "Make it easier for retirees to move south of the border" (link). The idea is that they'll bolster those countries' economies and reduce illegal immigration.
Of course, another way to reduce illegal immigration would be for almost everyone in the U.S. to start a collection that would buy our elites some nice country like, just as an example, Honduras. The only condition: they would have to promise to move there and not to bother us ever again.

Considering the source of this proposal, one might suspect that it would be covering for some monstrous scam to make medicaid and social security avialable to the population of Mexico.
