Contrary to what you might have heard or personally considered, Snopes informs us that in the case of Arby's it's beef (snopes . com/food/ingredient/arbys.asp).

I've eaten sandwiches at Arby's (love the horsey sauce), although not recently, and find this absurd -- an Arby's roast beef sandwich clearly is made from roast beef.
