After complains from black and Hispanic groups, the Obama administration will be requiring the Census Bureau to report directly to the White House, bypassing Judd Gregg, the Republican who was appointed to head the Department of Commerce (link).
This is clearly an attempt to make sure that as many illegal aliens and other non-citizens are counted in an attempt to obtain both money and power. Don't just take my word for it, here's an earlier statement from the New Democratic Network admitting as much.
After Gregg was appointed, the National Association of Latino Elected Officials - a group with a minor but direct link to the Mexican government - said:
"Secretary of Commerce-designate Judd Gregg ’s record raises serious questions about his willingness to ensure that the 2010 census produces the most accurate possible count of the nation's population... Policymakers and planners at all levels of government rely on these data to make important decisions about their services, such as the number of teachers that will be needed in their classrooms, the best places to build new roads, or the best way to provide job training."
UPDATE:This directs us to a 1998 Los Angeles Times report in which Bill Clinton wanted the Census to engage in statistical sampling rather than actually counting people one-by-one. Apparently such a sampling can't be used for congressional representation, but it can be used for (per PBS) "redrawing congressional districts within a state and allocating federal funds".
