Can illegal aliens get jobs or benefits under the Stimulus Bill?

If there's any way to do it, the Democrats are going to allow funds from the Stimulus bill to go to illegal aliens, and the Republicans are going to allow funds to go to their employers. This post will be updated as the situation changes, but from page 15 of the 1/23/09 House Democrats version (readthestimulus.org/index.php?doc=hr1_text_0123&page=15):

SEC. 1114. REQUIRED PARTICIPATION IN E-VERIFY PROGRAM. None of the funds made available in this Act may be used to enter into a contract with an entity that does not participate in the E-verify program

That would seem to rule out illegal aliens getting jobs under the bill. Except: what exactly does "participate" mean? Does that mean they use EVerify for every employee? And, is the use of that "transitive"? That is, could a company get around that rule by using subcontractors that would then employ illegal labor?

Starting on page 110, a report is mandated concerning the costs of the program on "small entitities". That might be an entree to blocking EVerify later, but it doesn't seem to have a loophole I could find blocking it initially.

Starting on page 94 and going to 99 is this:

SEC. 6204. ECONOMIC RECOVERY PROGRAM. (a) PURPOSE.—The purpose of this section is to establish a new lending and refinancing authority within the Small Business Administration... QUALIFIED LOANS.— (1) ALIENS UNLAWFULLY PRESENT IN THE UNITED STATES.—A loan to any concern shall not be subject to this section if an individual who is an alien unlawfully present in the United States... FIRMS IN VIOLATION OF IMMIGRATION LAWS.—No loan shall be subject to this section if the borrower is an entity found, based on a determination by the Secretary of Homeland Security or the Attorney General to have engaged in a pattern or practice of hiring, recruiting or referring for a fee, for employment in the United States an alien knowing the person is an unauthorized alien.

Something similar is on page 79.
