Can Marc Caputo do real reporting?

Per Marc Caputo of the Miami Herald ( peekURL.com/zT9NDJk ):
----In a letter to fellow House Speaker John Boehner, R-Ohio, a Catholic, Cardinal Timothy Dolan, president of the U.S. Conference of Catholic Bishops and archbishop of New York, said the House must act before the end of the year. Wrote Dolan: Immigration is โ€œa challenge that has confounded our nation for years, with little action from our federally elected officials. It is a matter of great moral urgency that cannot wait any longer for action.โ€ ----

If Marc Caputo were a better journalist, wouldn't he call out newsmakers that promote bad policies? Dolan's immigration policies will increase poverty in the U.S., harm millions of Americans, and reward corrupt politicians and businesses.

What sort of reporter *wouldn't* call Dolan on promoting policies that would do that? At least for now, the sort like Marc Caputo.
