As discussed at that link, that government agitates their citizens inside the U.S., lobbies inside the U.S., and has a series of direct or indirect links to U.S. non-profits and even politicians like @JaredPolis.
That government has a great deal of political power inside the U.S., yet Moore wasn't award of that, or doesn't care.
Reason wants to influence U.S. immigration policy, but doesn't know or care that a foreign government has political influence inside the U.S.
