Bush, Fox, and "North America"

I posted an entry entitled Welcome to "North America" over at Michelle Malkin's new group blog The Immigration Blog. It concerns the recent meeting in Waco between Bush, Fox, and Martin to announce the "Security and Prosperity Partnership of North America" and what Fox - and perhaps Bush - are getting at.

Bush is in violation of his oath to defend the states from foreign invasions; this responsibility cannot be subcontracted out to a hostile neighbor. The Mexican state is ruled by drug mafiosi; they cannot be trusted with our security. Such proposals are irrational; they ask us to value the giveaway of sovereignty, and for negative compensation.

Just what is meant by the phrase, "low-risk traffic" that appears in the fifth sentence? Which is, "Streamlining the secure and efficient movement of legitimate and low-risk traffic across our shared borders."

And what do they mean by "Securing North America from external threats"? I know that the United States has enemies abroad that pose external threats to the United States. What are the threats to Canada and Mexico? The islamofacist want to kill Americans. Not Canadians or Mexicans.
