Officials who want power to get away with aggression, and to destroy the people's freedom from aggression, have a strong affinity for terrorists and aggressors of all kinds. To them, there is a feeling of a powerful bond with such subhuman violent types. The official impulse to harbor them, and to endanger the good people, is overwhelming.
