From last month, FAIR has a list of recommendations Bush could implement (but most likely won't).

As to why Bush won't even think of implementing any such recommendations; there is another possible explanation. Perhaps the drug-smugglers who rule Mexico have suborned several of Bush's key people. Rove is not rich, and there could be several who are in a position to be bought or intimidated by those organizations, or even may have been turned long ago. It could involve blackmail; once someone has been compromised to that extent, it becomes more and more difficult to double-cross those with whom they have had such dealings.
