U.S. documents on Mexican government incursions

Judicial Watch's FOIA request has uncovered 226 border incursions by Mexico's miltary between 1996 and 2005. For instance:

MEXICAN MILITARY ENCOUNTER (ARMED/THREATENING) RIO GRANDE VALLEY/BROWNSVILLE - "As the boat proceeded to go down river towards the scene, the [Border Patrol] Agent on board advised via radio that several Mexican soldiers were pointing their rifles in his direction. The Agent decided for his safety and the safety of the crew to turn back, but advised that the soldiers were still aiming at them." (2005)

Best ask if bin laden has paid off the Mexican so called Government? "to help", it hit the USA With some kind of WMD?

Just remember after 9-11 Mexico City had a big party and many Mexican love bin laden here and in Mexico, and yes also understand that in iraq about 10 percent of our troops are from third world counties like Mexico but ask if the troops are doing the job or helping Bin Laden's boys? To kill our guys?

How is the administration to get away with still pretending that a state of war does not exist with Mexico, when all these incursions by their armed forces occur, provocative interference in our politics continues, and they have spat in the face of the disloyal Bush family by formally rejecting the Rio pact?
The administration likes to pretend that it is capable of carrying out diplomacy with hostile Mexico, but their wretched appeasements have made an enemy which cannot be dealt with except by overwhelming force of arms.
